Padmacharan Pattanayak was born in 1885 in the village of Panchagan,near Bhubaneswar.He passed his B.A. examination from Ravenshaw College. Cuttack, and later studied law at Calcutta. Subsequently, he began his practice in Puri where he got associated with various socio-cultural activities and became the Vice-Chairman of Puri Municipality and a member of the Puri District Board. In spite of all these diversions, his main occupation was writing and he contributed regularly to leading Oriya journals.
In 1948 he lost his son and became indifferent to worldly affairs, his health broke down and he lived an unhappy solitary life until his death the same year. Padmacharan was one of Orissa’s foremost lyric poets in the early years of the present century. His poems are mostly romantic and patriotic in nature, and their language is chaste and lucid. He was equally good at writing prose.
Most of his works in prose and poetry, however, have not yet been compiled and published in book form. His published works include: Padma pakhuda, Golapa guchha, Sunara desha, Surayamukhi, Asha manjari, Fakiramohan, Martin Luther, Mahatma Gandhi, Napoleon, Prabandha parijata and Paribarika prabandha. And he wrote many bibliography like J.B. Mohanty, Swapna bebhor kabi Padmacharan: Nabajugara kabi o kabyadhara
