Bipinbihari was born in 1887. He belonged to Asureswar in the district of Cuttack. He studied
philosophy for his M.A. at Calcutta University and stood first in the examination. He joined Bihar and Orissa Education Service and taught most of the time at Ravenshaw College, Cuttack, from where he retired as Professor of Philosophy.
He donated large sums of money to charitable institutions, especially for the cause of education. He was the author of a large number of essays in Oriya which deal with sociological and philosophical topics. These have been published under the title of Prabandha sopana. He is also the author of Tarkabignana and Samajika prabandha. In short and measured sentences he conveys profound ideas and is sometimes called the Bacon of Oriya literature. The collection of his essays is a store-house of wisdom and is as such unique in Oriya literature.
